Final Regulations Issued on Exchanges

 On March 12, 2012 the U.S. Department of Health and Human Services (HHS) released final rules on exchanges. Beginning in 2014, individuals and small businesses will be able to purchase private health insurance through state based competitive markets known as Affordable Health Insurance Exchanges (Exchanges). We have also provided information below on what penalties employers will be subject to. Employers who have over 50 full time equivalents (FTEs) employers could still face penalties even though they offer health insurance and employee is receiving premium credit in an exchange plan (see chart below).
